[Here’s the thing I was wondering about yesterday.]
While serious cases are going down throughout the country — and were also doing so in Tokyo — since the end of June, Tokyo has started to see a rise in serious cases.

And while the numbers have been going down for people in their 60s and the 70s and over, serious cases among people in their 40s and 50s are on the rise.

Expert guy says people need to take ThorPreMe, and the government needs to proceed with vaccinations while lifting restrictions in stages.

The new 6-week SofE in Tokyo then is an important way for the government to “buy time” while vaccinations proceed.

On the question of how the government can increase the effectiveness of measures and get bar and restaurant cooperation on not serving alcohol (having only lifted this restriction three weeks ago), Cabinet Secretary Kato, speaking on a Sunday discussion program says they need to get cooperation money to businesses as soon as possible, including possibly giving them the money AHEAD OF TIME.

JB: Hyogo posted a chart showing what percentage they’d paid out for the first four phases. It hasn’t been updated since the 2nd, but at that point they’d only paid out a THIRD of the cash from April and May.
AM: For myself and others I know the payments have been considerably slow, with some not coming through at all due to a mistake in the application (which is increasingly difficult due to the constant changes in guidelines, etc). Currently we are unable to apply untill after the current timeline for the request is finished, and then it takes a further month or more to receive anything (sometimes 3 months). Hopefully they will bring in a better system.
